Convert Legacy PDF Manuals to MIL-STD-3001 Complient Manuals

LOCATION: â€‹MTG Services Inc.  and  EPS Corporation

SITUATION:  

The Department of Defense, specifically the Navy, maintain a large library of PDF documents for peculiar support equipment maintenance; as well as maintenance manuals for in-field equipment.   In the realm of Technical Manual development and modification, two particular standards are used within the Navy:  MIL-STD-3001 and S-1000D.   Each is an XML-based tagging language with specific rules for style and type of content within technical manuals.   

NEEDS DEFINITION:  

Review and learn document standard requirements within MIL-STD-3001 and S-1000D.

 

Develop MS Word templates to emulate the standard requirements in MIL-STD-3001. Become an in-house resource specific to content-type definitions within MIL-STD-3001.

Develop a Documentation Development Lifecycle Quality System-Level Process Standard Operating Procedure (SOP) to ensure consistency, efficiency, and quality in the process of creating and maintaining technical manuals.

ACTIVITY - MTG Services Inc.

For MTG, designed and maintained MS Word templates for Work Packages to represent tagging styles defined within MIL-STD-3001:

  • MIL-STD-3001-1 Preparation of Digital Technical Information for Multi-output Presentation of Technical Manuals

  • MIL-STD-3001-2 Description, Principles of Operation, and Operation Data

  • MIL-STD-3001-3 Testing and Troubleshooting Procedures

  • MIL-STD-3001-4 Maintenance Information with Illustrated Parts Breakdown (IPB)

  • MIL-STD-3001-5 Aircraft Wiring Information

  • MIL-STD-3001-6 Structural Repair Information

  • MIL-STD-3001-7 Periodic Maintenance Requirements

  • MIL-STD-3001-8 Illustrated Parts Breakdown (IPBs)

 

Became in-house subject-matter-expert for implementing MIL-STD-3001 templates and troubleshooting MS Word related issues. Designed and implemented a Windows-based common-source knowledgebase for retention of templates, standard operating procedures, and generated deliverables.

ACTIVITY - EPS Corporation

Expanded knowledge of XML-tagging to include implementing XML updates in MIL-STD-3001 and S-1000D manuals. 

 

In the absence of an established MIL-STD-3001 documentation process, developed MIL-STD-3001 Quality System-Level Process Manual with swimlanes and RACI work instructions based on ISO 9001:2015 Quality Management System. 

 

Designed and implemented related SharePoint GCC High environment knowledgebase for project collaboration, metric tracking, and change control. Managed multi-location team of writers/illustrators, subject-matter experts, and reviewers delivering 75+ MIL-STD-3001 XML-based PDF Electronic Technical Manuals, converted from PDF to MIL-STD-3001 format, over a 4-year contract relationship; guiding continuous improvement through lessons learned.
